Cabbiness Engineering was a sub-consultant to Carollo Engineers, responsible for the daily inspection and construction administration of the Phase I Expansion to the City of Norman Water Treatment Plant.

The plant improvements consisted of an entirely new electrical system, a new solids contact clarifier, rehabilitation of existing solids contact clarifiers, rehabilitation and replacement of the filters, and lime slaking system and chemical feed systems. Inclusive with these improvements, the connecting yard piping and various other site improvements (grading, drainage, roads and sidewalks) were made.

As part of our daily construction inspection tasks, our team monitored construction progress, conformity to the engineering design, documented any changes to the equipment installation, and helped forecast construction challenges with the general contractor. We also documented the project’s construction progress and assisted both the owner and the general contractor with scheduling the remaining work. Our experience with similar treatment plant expansion projects and daily plant operations helped bring the project to a successful completion on time, under budget, and to the satisfaction of the owner.

Our inspection team developed, with the assistance of the owner and the primary funding agency - the Oklahoma Department of Environmental Quality - an innovative documentation system to easily organize the necessary paperwork to meet the stringent American Recovery and Reinvestment Act (ARRA) requirements. This documentation tracking system was key to keeping the project on track, on budget, and accurately tracked all material costs of the project to the final $0.01. This organized documentation system Cabbiness Engineering developed became the example for other construction projects in the state that required strict adherence to ARRA record keeping.
